"FF.  Out of this appropriation, $2,400,000 from the general fund the second year shall be used to expand treatment and support services for substance use disorders.  Funded services shall focus on recovery models and the use of best practices."

Explanation
(This amendment adds $2.4 million in the second year from the general fund to provide community services to consumers with substance use disorders, including those with opioid and/or methamphetamine addiction, so that they may avoid inappropriate treatment and avoid the use of higher cost treatment options, such as inpatient hospital services. Services will focus on recovery models and the use of best practices. Services may include detox, psychiatry, medication, crisis stabilization, residential and outpatient treatment, case management, and support services such as vocational rehabilitation and employment services.)
