Page 144, after line 35, insert:
"For the the Counties of Frederick and Culpeper and the City of Winchester the SOQ payments have been increased by 25 percent the second year of the COCA rates paid to school divisions in Planning District 8."

(This amendment provides $2.4 million the second year from the general fund to phase-in three school divisions (Frederick, Winchester and Culpeper) into the calculations for the Cost of Competing Adjustment: the instructional cost COCA equals to 9.84 percent and the support cost COCA equals to 24.62 percent. The phase-in would be 25 percent in fiscal year 2008 and put these three divisions on par with the six divisions added during the 2006 Special Session I: Clarke, Warren, Fauquier, Spotsylvania, Stafford, and Fredericksburg.)
