Explanation
(This amendment provides $2.4 million the second year from the general fund to phase-in three school divisions (Frederick, Winchester and Culpeper) into the calculations for the Cost of Competing Adjustment: the instructional cost COCA equals to 9.84 percent and the support cost COCA equals to 24.62 percent. The phase-in would be 25 percent in fiscal year 2008 and put these three divisions on par with the six divisions added during the 2006 Special Session I: Clarke, Warren, Fauquier, Spotsylvania, Stafford, and Fredericksburg.)
