"For the second year, along with its certification, each school division shall provide information on the planned uses of these funds in a format prescribed by the Department of Education.  No later than November 15, 2007, the Department of Education shall compile this information and submit it to the Chairmen of the Senate Finance and House Appropriations Committees."

(This amendment captures net savings of $2.6 million the second year from the general fund in the At-Risk Add-On program by reducing the minimum percentage from 2 percent to 1 percent and ending the current practice of funding the program at a 96 percent proration level. The net funding will be redirected to eligible school divisions that elect to participate in the pilot evaluation initiative for early childhood education. There is a companion amendment to provide funding to create the early childhood education pilot program.)
