Explanation
(This amendment captures net savings of $2.6 million the second year from the general fund in the At-Risk Add-On program by reducing the minimum percentage from 2 percent to 1 percent and ending the current practice of funding the program at a 96 percent proration level. The net funding will be redirected to eligible school divisions that elect to participate in the pilot evaluation initiative for early childhood education. There is a companion amendment to provide funding to create the early childhood education pilot program.)
