Page 129, line 39, strike "$2,447,750" and insert "$2,747,750".
Page 131, after line 17, insert:
"J.  Out of this appropriation, a one-time allocation of $300,000 in the second year from the general fund shall be made to the Norfolk City school division for an alternative education program entitled Project WORD, Winning Options in Responding to Discipline, that focuses on improvements in student learning.  The school division shall develop an initial report that includes, but is not limited to, specific goals and student performance measures that will be used in the final report to evaluate the effectiveness of this initiative.  The initial report shall be completed and submitted to the State Board of Education prior to September 1, 2007.  Furthermore, the school division shall complete and submit a final report, based on the initiative's goals and performance measures, to the State Board of Education within three months after the end of the 2008 school year that reflect outcomes for the academic improvements and successes of those students who participated in the initiative. "

(This amendment provides a one-time allocation of $300,000 the second year from the general fund to Norfolk City Public Schools for an alternative education program, "Project WORD," for students.)
