Explanation
(This amendment provides $183,026 from the general fund and $456,114 from nongeneral funds and 2.0 positions in the second year for the Department of Environmental Quality (DEQ) to assume responsibility for all aspects of the permitting, compliance assessment, and enforcement of Virginia's laws and regulations on the application of biosolids, pursuant to House Bill 2802. A companion amendment in Item 295 reduces funding in the Virginia Department of Health which currently provides for biosolids regulation. House Bill 2802 transfers these responsibilities to DEQ.)
