Explanation
(This amendment eliminates $14.7 million in general fund appropriations included in the first year of the introduced budget. These amounts include a proposed $13.7 million for use by the Virginia Land Conservation Fund and $950,000 for use by the Virginia Outdoors Foundation. Currently, the Appropriation Act includes $2.5 million each year for land conservation grants issued to localities, nonprofit organizations, and other state agencies. With the exception of other state agencies, these grants must be matched by the grant recipients on at least a one-to-one basis. Given this matching component, about $5 million each year is provided for land conservation efforts. In addition, the Appropriation Act currently includes $1.3 million each year for the operating costs of the Virginia Outdoors Foundation. This appropriation was included to reflect the adoption of Chapter 990 of the Acts of Assembly of 2004, which provides for the assessment of a $1 charge on all deed recordations in those localities in which the Virginia Outdoors Foundation maintains an easement. As the number of localities in which the organization holds easements grows, so does the amount of operating support the Virginia Outdoors Foundation collects from this assessment.)
