Explanation
(This amendment captures a proposed $3.7 million additional appropriation from the general fund for controlling nonpoint source pollution; however, the $3.8 million deposit to the Water Quality Improvement Fund (WQIF) based on the fiscal year 2006 revenue surplus is maintained. The formula adopted by the General Assembly for the distribution of year-end revenue surpluses and unappropriated general fund balances to the WQIF provides that 70 percent of those amounts will be used to control nonpoint source pollution. In Chapter 2 of the Acts of Assembly of 2006, Special Session I, $39.6 million from the fiscal year 2005 year-end surplus was appropriated for the control of nutrient pollution from agriculture and land development activities. This sum was not available for expenditure until the current fiscal year. In addition, the introduced budget includes $5.0 million to support local purchase of development rights programs, which preserve agricultural lands from development.)
