"3) This appropriation includes funding to add the County of Frederick and the City of Winchester school divisions into the calculations for the Cost of Competing Adjustment (COCA)."

Explanation
(This amendment provides $1.6 million the second year from the general fund to phase-in two school divisions (Frederick and Winchester) into the calculations for the Cost of Competing Adjustment: the instructional cost COCA equals to 9.84 percent and the support cost COCA equals to 24.62 percent. The phase-in would be 25 percent in fiscal year 2008 and put these two divisions on par with the six divisions added during the 2006 Special Session I: Clarke, Warren, Fauquier, Spotsylvania, Stafford, and Fredericksburg.)
