"2.a)  Out of the appropriation for the Governor's Opportunity Fund, the Governor is allocated up to $1,000,000 from the general fund the first year to provide incentive grants to those educational institutions participating in public-private or public-public partnerships, which can demonstrate that through a jointly planned and developed multi-use facility they will create cost savings to the state of at least $5,000,000 or have avoided future state obligations of at least $5,000,000 that would have been incurred had the project not been developed jointly.  
b) The Secretary of Education and Secretary of Finance shall develop jointly policies and procedures for the administration of this program.  The Director, Department of Planning and Budget, shall report quarterly to the chairman of the House Appropriations and Senate Finance Committees on program activity, including transfers, commitments, and fund balances."


Explanation
(This amendment provides $1 million from the general fund the first year to establish an educational performance grant to encourage local government educational entities, libraries, or colleges and universities to share capital resources and develop new capital projects collaboratively.)
