3.  From the increased revenues dedicated to transportation during the 2006 Session of the General Assembly and deposited into a fund that is part of the Commonwealth Transportation Fund and included within the amount appropriated in this Item for Dedicated and Statewide Construction is $50,000,000 the first year and $67,500,000 the second year, which shall be deposited into the Transportation Partnership Opportunity Fund.  Grants and loans from this Fund shall further the goals identified by the Metropolitan Planning Organizations under Item 427 G. 1. of this act.  The department shall dedicate an additional eleven positions to further the expedited use of the Public-Private Transportation Act and other tolling opportunities throughout the Commonwealth.  The department may also procure private sector expertise in negotiation, procurement, valuation, and other related technical skills for the same purpose.".

2.  To encourage local governments to systematically link land use and transportation planning, to assume responsibility for the maintenance and construction of non-interstate transportation facilities, and to provide staffing and cash flow support to such localities that assume this responsibility, an additional $27,500,000 in the first year and $32,500,000 in the second year from the increased revenues dedicated to transportation during the 2006 Session of the General Assembly shall be allocated by the Commonwealth Transportation Board to finance up to 50 percent of such activities."


Explanation
(This amendment provides additional funding for local, regional, and private partnerships, and improved coordination with land use activities, and addresses the funding impact to the highway construction program from fully funding maintenance with new revenues. This is part of the Governor's transportation initiative.)
