Explanation
(This amendment provides an additional $29.0 million GF and $29.0 million in matching federal Medicaid funds each year to increase reimbursement for agency directed personal and skilled nursing services provided by home care providers in the Medicaid program by 40 percent. The 2004 General Assembly had provided a five percent increase for personal care providers beginning July 1, 2005 and the 2005 General Assembly provided an additional two percent increase which will be effective May 1, 2006. With this additional funding the statewide rate paid for personal care services under Medicaid community-based waiver programs would increase from $14.33/hour to $20.03/hour in Northern Virginia and $12.17/hour to $17.02/hour in the rest of the state. Rates for skilled nursing would increase from $30.00 per hour to $42.00 per hour for Registered Nurses (RNs) and from $26.00 per hour to $36.40 per hour for Licensed Practical Nurses (LPNs) in Northern Virginia. In the rest of the state rates for RNs would increase from $24.70 per hour to $34.58 per hour and rates for LPNs would increase from $21.45 per hour $30.03 per hour.)
