"G.  Out of this appropriation, $250,000 the first year and $250,000 the second year from the general fund is provided to expand HIV prevention grants to local or regional areas of the state where  (i) no HIV prevention programs are currently in place that target youth, (ii) the rate of HIV infection is above the overall state rate for the preceding year, or (iii) where a specific at-risk population can be identified for targeted prevention programs.  Grants are to be awarded on a competitive basis and the award criteria should include a preference for prevention programs that have proven effective in other similar situations."
