"C.1.  Out of this appropriation, $400,000 from the general fund is provided each year as state matching funds to establish the Modeling and Simulation Incubator Program through the Hampton Roads Technology Council.  
2.  These funds shall be used to provide a one-to-one match for local monies raised by localities in which a physical incubator is housed.  No one location may receive more than $200,000 in matching funds.
3.  The Hampton Roads Technology Council shall manage this program and report activities annually to the Governor and chairmen of the House Appropriations and Senate Finance Committees by December 1."
