Explanation
(This amendment increases the salary increase in the first year from 3.0 percent to 4.5 percent and provides a salary increase in the second year of 4.5 percent. If the Virginia average teacher salary increases 4.3 percent in FY 2006 as expected and by 4.5 percent in FY 2007 and again in FY 2008, and the national average were to increase by 2.65 percent each of those three years, consistent with prior experience, it is estimated that the Virginia average teacher salary would match the national average by FY 2008.)
