"1. Notwithstanding other provisions of the Code of Virginia, the
residential programs of Virginia School for the Deaf and the Blind at Staunton and the Virginia School for the Deaf, Blind and Multi-disabled at Hampton shall be consolidated into one school on the campus of the Virginia School for the Deaf and the Blind at Staunton. The Department of General Services is authorized to enter into a comprehensive agreement for the necessary renovations, additions and new facility construction at the Staunton campus at a total cost not to exceed $61.5 million under traditional procurement or PPEA.  The plan shall include appropriate re-use of existing historical buildings if they are not a part of the continuing mission of the school.  Consideration shall be given to proposals which may transfer ownership to or establish long-term leases with private entities in partial or total compensation for the construction of needed new and renovated facilities for state use.
2. The State Board of Education shall devise a plan to provide a regional program in the Hampton Roads area and may, with the Governor's approval, convey the current Hampton campus to an appropriate non-profit or public entity in Hampton Roads to facilitate this service.".

Explanation
(This amendment provides $61.5 million GF for consolidation of the residential programs of the Virginia School for the Deaf and the Blind at Staunton and the Virginia School for the Deaf, Blind and Multi-disabled at Hampton into one school on the campus of the Virginia School for the Deaf and the Blind at Staunton. In addition, creates a regional day program in Hampton.)
