Page 146, after line 21, insert:
"D.1.  As part of the feasibility study to advance the completion of the "Third Rail Track" between Richmond and Washington, D.C., the Department shall expand the study's scope to: (i) identify needed right-of-way parallel to existing tracks, including right-of-way owned by CSX or by other parties; (ii) identify major environmental issues; (iii) develop an implementation plan based on the most optimal options, including the schedules for each phase of the project as well as financing for the project; (iv) review legal and regulatory issues; and (v) estimate the cost of powering passenger trains by electricity for the Third Rail Track from Washington, D.C. to Petersburg.
2.  The Department of Rail and Public Transportation shall assist the Department in the development of the study.  The Department is authorized to receive an appropriation transfer of up to $200,000 the second year from the general fund from the Department of Rail and Public Transportation to complete the study.
3.  The Commissioner shall submit the completed study to the Secretary of Transportation and to the Chairmen of the Senate  Committees on Transportation and Finance and to the Chairmen of the House Committees on Transportation and Finance."

(This amendment defines the scope of a feasibility study concerning a third rail of track between Petersburg and Washington, D.C.)
