"§ 2-4.10 VIRGINIA SCHOOL FOR THE DEAF, BLIND AND MULTI-DISABLED AT HAMPTON (219)"
"1. The Governor is authorized to convey, without consideration, the real property, including all buildings and facilities located thereon, now existing and standing in the name of the Board of Visitors of the Virginia School for the Deaf, Blind, and Multi-Disabled at Hampton located in Hampton, Virginia, to the New Horizons Regional Education Center.
2. Such conveyance shall be made in a form approved by the Attorney General. The appropriate officials of the Commonwealth are hereby authorized to prepare, execute, and deliver such deed and other documents as may be necessary to accomplish the conveyance."

Explanation
(This amendment transfers the existing property and facilities of the Hampton School for the Deaf & Blind to the New Horizons Regional School for an expansion of its current special education services and the creation of any other appropriate services for disabled students. The reversion of the property and facilities would require the New Horizons Regional School board with representation from the Hampton School for the Deaf & Blind to establish collaborative agreements witharea school divisions, the Hampton-Newport News Community Services Board, the state Office of Comprehensive Services, and/or local colleges and universities for the provision of other services as determined to be appropriate for the location. The strategy would allow the Peninsula's educational and health and human resources communities to collaborate on strategies to best meet the needs of an ever-increasing student population.)
