Page 357, after line 35, insert:
"K.  The Center for Innovative Technology shall assist in developing a methodology for ascertaining current, accurate information on the availability and affordability of internet access, whether broadband access is available, and where gaps in internet availability may exist in the localities included in Planning District 6, Planning District 7, and Planning District 10.  The Center for Innovative Technology shall include in the process of developing this internet availability and affordability analysis methodology the following organizations:  the Shenandoah Valley Technology Council, the Piedmont Virginia Technology Council, the Shenandoah Valley Partnership, the Thomas Jefferson Partnership, James Madison University, Piedmont Community College, Blue Ridge Community College, the Central Shenandoah Valley Planning District Commission, and the Northern Shenandoah Valley Regional Commission."


Explanation
(This amendment requires the Center for Innovative Technology to participate in an ongoing project known as the "Communication Infrastructure Pilot Project," which is focused on the development of analysis instruments for determining the availability and affordability of internet access in a region, whether and where broadband internet access may be available, and where gaps in service may exist.)
