"K.  Out of the amounts appropriated for Technology Entrepreneurial Development Services, $400,000 each year from the general fund is provided to support the creation of a modeling and simulation incubator program within the Hampton Roads region.  Any localities selected to participate in this program shall provide at least an equivalent amount of matching funds for any state grants that may be provided for the development of an individual modeling and simulation incubator.  This program shall be jointly managed by the Center for Innovative Technolgy and the Hampton Roads Technology Council."


Explanation
(This amendment provides $400,000 each year from the general fund to support the creation of a modeling and simulation incubator program for technology companies within the Hampton Roads region. A number of such companies have begun operation within the Hampton Roads region due to the use of modeling and simulation as decision tools for the Department of Defense. This program would support the creation of modeling and simulation incubators in cities of Hampton, Norfolk, Suffolk, and James City County to spur the development of this new industry. Currently, this program is supported by a number of federal, local, and academic partners, including NASA; the cities of Hampton, Norfolk, and Virginia Beach; the Hampton Roads Technology Council; and five of Virginia's public universities.)
