Page 323, after line 43, insert:
"7.  Out of the amounts appropriated for Environmental Financial Assistance, the Director of the Department of Environmental Quality is authorized to continue to make technical assistance grants to the Virginia Nutrient Credit Exchange Association created pursuant to § 62.1-44.19:17, Code of Virginia.  The department shall give priority to reimbursement for any such grants and shall establish the terms and conditions applicable to such grants."


Explanation
(This amendment authorizes the Director of the Department of Environmental Quality to use sums appropriated for upgrading the nutrient removal technology used by wastewater treatment plants located in the Chesapeake Bay region to provide technical assistance grants to the Virginia Nutrient Credit Exchange Association. The Virginia Nutrient Credit Exchange Association was created by the General Assembly during its 2005 Session to facilitate the trading of nutrient credits between wastewater treatment plants in order to provide a better timeline for the upgrade of those plants.)
