"F.  Out of the amounts appropriated for Financial Assistance for Environmental Resources Management, $1,045,000 the first year and $995,000 the second year shall be provided for the Commonwealth to participate with the U.S. Army Corps of Engineers and the cities of Chesapeake, Norfolk, Portsmouth, Virginia Beach, and the Elizabeth River Project in the improvement of the water and sediment quality of the Elizabeth River."

Explanation
(This amendment provides about $1.0 million each year from the general fund to support the Commonwealth's participation in cleaning up toxics found in the sediment of the Elizabeth River. The funding included in the amendment will support restoration of six acres of contaminated sediment, study the steps that must be completed to remove toxics from the river near Paradise Creek, and complete the designs for restoring two wetlands sites. The participation of the Commonwealth in this project will result in the contribution of $8.9 million from the U.S. Army Corps of Engineers and $1.5 million from the four tidewater localities.)
