"B.  Pursuant to the passage of House Bill 447, 2006 Session of the General Assembly, there is appropriated out of the amounts provided for Land Protection $75,000 each year from the general fund to implement a program to recycle the mercury switches used by the automobile industry in vehicles prior to the 2002 model year.  This program is to develop criteria to ensure the safe removal and recycling of these mercury switches, provide training and support to automobile demolishers, and audit and evaluate the program's implementation."
