Explanation
(This amendment provides $4.4 million the first year and $6.4 million the second year from the general fund to provide staffing and contract services for the delivery of the nonpoint source pollution control program supported by the Water Quality Improvement Fund. The initiative includes the hiring of 43 additional staff for the soil and water conservation districts the first year and the hiring of an additional 28 positions the second year, and the addition of 15 positions within the Department of Conservation and Recreation's Division of Soil and Water Conservation to provide support to the soil and water conservation districts as well as direct services to the public. These 15 positions include four engineers, seven TMDL positions, one audit and compliance position, one position to assist with the administration of the CREP program, one grant manager, and one position to coordinate nutrient trading issues. Additionally, $400,000 each year is provided for the department to contract with private sector firms to write about one-half of the 1,100 nutrient management plans required for Virginia Pollution Abatement permits.
