"I.  Out of the amounts appropriated for Technical and Financial Assistance for Land Management, $700,000 each year from the general fund is provided to complete the digitized soils mapping of Virginia in order to qualify all areas of the Commonwealth for participation in the U.S. Department of Agriculture's Conservation Security Program."

Explanation
(This amendment provides $700,000 each year from the general fund to complete the digitized mapping of Virginia's soils in Brunswick, Fairfax, Floyd and Highland counties and to initiate soils mapping in Craig and Wise counties. The U.S. Department of Agriculture requires digitized soils information for a complete hydrologic unit before that area or watershed can qualify for participation in the Conservation Security Program. This program provides funding directly to participating farmers for implementing good conservation practices on their farms.)
