Out of the amounts appropriated for Dam Inventory, Evaluation, and Classification and Flood Plain Management, $900,000 each year shall be deposited to the Dam Safety, Flood Prevention and Protection Fund, established pursuant to House Bill 596, 2006 Session of the General Assembly.  The funding provided in this paragraph shall be used for the provision of either grants or loans to localities owning dams in need of renovation and repair or for the provision of loans to private owners of dams in need of renovation and repair."


Explanation
(This amendment provides $900,000 each year for deposit into tthe Dam Safety, Flood Prevention and Protection Fund established in House Bill 596. The source of the nongeneral fund revenues is a transfer from the general fund. Currently, a tax on national flood insurance premiums is collected by the general fund. If House Bill 596 is approved, this sum would be transferred to the Dam Safety, Flood Prevention and Protection Fund for the provision of either grants or loans to localities and loans to private owners of dams in need of renovation or repair. A companion amendment in Part 3 of the budget bill provides language authorizing the transfer of general fund dollars to this fund.)
