"I.  Out of the amounts appropriated for Financial Assistance to Soil and Water Conservation Districts, $50,000 the first year and $1,350,000 the second year from the general fund is provided as state match for federal dam rehabilitation funds approved by the U.S. Department of Agriculture's Natural Resources Conservation Service for federal fiscal year 2006.  This funding shall be deposited to the Soil and Water Conservation District Dam Maintenance, Repair, and Rehabilitation Fund and shall be augmented by the $250,000 each year already appropriated for the purposes of the fund."


Explanation
(This amendment provides $50,000 the first year and $1.3 million the second year as the state match for federal dam rehabilitation funds approved by the U.S. Department of Agriculture's Natural Resources Conservation Service. These federal dollars, included in the federal fiscal year 2006 budget, represent 65 percent of the total costs of rehabilitating three dams in the Headwaters Soil and Water Conservation District. To ensure the projects' design and implementation is completed as currently scheduled by the end of calendar year 2006, the federal government requires the provision of 35 percent match by the state. The rehabilitation of the dams in the Headwaters Soil and Water Conservation District is based upon priorities established by the Natural Resources Conservation Service. In addition to this funding, the amendment requires that existing funding in the amount of $250,000 each year be targeted to the Headwaters Soil and Water Conservation District dams' rehabilitation.)
