"EE.  Out of this appropriation, $1,106,000 the first year and $1,012,000 the second year from the general fund shall be provided to establish two offender re-entry demonstration projects and evaluate the projects in areas of the state with the highest number of individuals released each year from the Department of Corrections."


Explanation
(This budget amendment provides funding to establish two offender re-entry demonstration projects and to fund evaluation of the projects. Placement of demonstration projects in Norfolk and in Richmond is recommended because these are the two areas of the state with the highest number of individuals released each year from the Department of Corrections. The lead agencies for the demonstration projects would be the Norfolk Community Services Board and the Richmond Behavioral Health Authority. This is a recommendation of the Joint Commission on Health Care.)
