Explanation
(This budget amendment adds funding to replicate a project (referred to as Ethel’s II) designed to provide an intensive level of residential care for consumers with serious mental illness residing in assisted living facilities who are at-risk of institutional services. The funding would be targeted to assisted living facilities that are willing to collaborate with behavioral health authorities and/or community services boards in providing these services. The assisted living facility would receive an additional subsidy from the community services board or behavioral health authority for the additional staffing and staff training required by the project. The community services board or behavioral health authority would provide on-site psychiatric nursing supports, crisis intervention, specialized therapy/outpatient services, intensive case management, and psycho-social programming. The initial project was a collaboration between an assisted living facility and the Richmond Behavioral Health Authority. The introduced budget provides $750,000 from the general fund each year for collaborative projects between assisted living facilities and behavioral health authorities and/or community services boards that have been underway for several years.
