"V.  Out of this appropriation, $500,000 the first year and $500,000 the second year is provided for competitive grants to nonprofit organizations to operate consumer recovery programs.  Eligible organizations must have a Board of Directors that includes a majority of people recovering from mental illness who reside in the local area served, must be staffed primarily by people with mental illness, and must provide peer services and open-door access."
