Page 280, after line 35,  insert:
"V.  The Department of Mental Health, Mental Retardation and Substance Abuse Services, with the assistance of the Department of Housing and Community Development, shall conduct a study of the extent to which existing local zoning ordinances in Virginia accommodate innovative housing initiatives for the benefit of Virginians with mental illness, such as Single Room Occupancy residential units.  The study shall investigate the availability of state or federal funds for such initiatives.  The study shall also examine the feasibility of developing a model Virginia zoning ordinance that permits Single Room Occupancy residential units for persons with mental illness."


Explanation
(This amendment adds language in the Department of Mental Health, Mental Retardation and Substance Abuse Services to require the department to study local zoning ordinances and whether they can be modified to help Virginians with mental illness secure housing.)
