"TT.  The Department of Medical Assistance Services shall amend the State Plan for Medical Assistance Services to expand the definition of mental health rehabilitation services to include services to treat substance use disorder for individuals currently eligible for the Medicaid program.  The Department of Medical Assistance Services shall promulgate emergency regulations to implement this amendment within 280 days or less from the enactment date of this act."


Explanation
(This amendment provides funding to expand mental health rehabilitation services to include services to treat substance use disorder for individuals currently eligible for the Medicaid program. Services may include assessment and evaluation, crisis intervention, case management, outpatient treatment, intensive outpatient treatment, and medical detoxification. Recent studies have demonstrated the cost effectiveness of treating substance use disorders in reducing other health care costs.)
