"In addition, the Department of Medical Assistance Services shall amend its State Plan for Medical Assistance to increase reimbursement for outpatient hospital services from 80 to 90 percent of allowable cost, with the exception of direct graduate medical education for interns and Type One hospitals which will remain at prior levels.  The department shall have the authority to enact emergency regulations under § 2.2-4011 of the Administrative Process Act to effect this provision."


Explanation
(This amendment provides $8.0 million from the general fund each year and an equal amount of federal matching funds to increase Medicaid reimbursements for outpatient hospital services from 80 to 90 percent of allowable costs, excluding direct graduate medical education for interns and teaching hospitals.)
