"TT.  The Department of Medical Assistance Services shall amend the State Plan for Medical Assistance Services to increase the personal needs allowance for Medicaid recipients residing in nursing facilities from $30 per month to $70 per month.  The Department of Medical Assistance Services shall promulgate emergency regulations to implement this amendment within 280 days or less from the enactment date of this act."


Explanation
(This amendment provides additional funding to increase the personal needs allowance for Medicaid recipients residing in nursing facilities from $30 per month to $70 per month. This would make the personal needs allowance for nursing facility Medicaid recipients commensurate with that applied to Auxiliary Grant recipients residing in assisted living facilities. The amount of the PNA has not been raised in Virginia since 1988. Residents use the PNA to purchase personal items and services not covered by Medicaid, including toiletries, telephone charges, haircuts, cards, reading materials, clothing, etc. Approximately 70 percent of states have raised their PNA above the floor of $30 per month. The PNA does not reflect the 400 percent increase in the cost of goods and services since 1988.)
