"B.  Out of this appropriation, the Board of Medicine shall develop a program for the licensure and regulation of medical doctors performing abortions.  At a minimum, such regulations shall provide that only physicians certified by the American College of Obstetrics and Gynecology may perform abortions and that informed consent criteria show proof of liability insurance or that the physician has hospital admitting privileges."
