"M.  Out of this appropriation, $50,000 the first year and $50,000 the second year form the general fund is provided to Service Area 15 for a coordinated mobility pilot program to better utilize existing transportation services for senior, disabled and low-income individuals who are not eligible for the Medicaid program. "

Explanation
(This amendment provides funding each year to establish a coordinated mobility pilot program for Service Area 15, serving the City of Richmond and Counties of Chesterfield, Henrico and Hanover. This program would coordinate existing transportation services for elderly, disabled and low-income individuals, who are not currently eligible for Medicaid services, to better meet their need for services, including nonemergency medical transportation. The pilot program will run from July 1, 2006 to June 30, 2009. The program will hire a director and a mobility services committee will be created, comprised of representatives of service providers, social services staff, county officials and citizens of Service Area 15. Staff will use the Uniform Assessment Instrument short form to determine eligibility and fees (if applicable), schedule approved trips, develop contracts with providers, ensure standards of vehicles, and conduct background and insurance coverage checks on drivers and providers to mirror existing state program requirements.)
