"d. This appropriation includes $500,000 the first year and $500,000 the second year from the general fund to develop a specialized pilot Model Secondary School for eligible at-risk students in grades 9-12.  The school will serve as a learning lab for all school divisions with a focus on college-prep curriculum via a distance learning component.  Newport News School Division will serve as the fiscal agent and be responsible for developing and administering the model school."


Explanation
(This amendment provides $500,000 the first year from the general fund for the planning and development of the secondary school to include (a) employing the school principal one year in advance to lead the program planning and development initiative to include curriculum development, the establishment of formal partnerships with business and industry, the implementation of an early college program, and the creation of the Urban Teacher Training Center; (b) hiring clerical staff; (c) developing and furnishing a state-of-the-art media & technology center; and (d) developing the infrastructure throughout the building for wireless technology. The amendment also provides $500,000 the second year from the general fund for the implementation of the secondary school program to include: (a) a coordinator for college / business / community partnerships; (b) stipends for staff for an extended day and extended year; (c) start-up costs for special programs such as distance learning, broadcasting and music production; (d) bus transportation for students to travel to corporate internships and / or community colleges.)
