"H. This appropriation includes $275,000 the first year and $275,000 the second year from the general fund for a pilot performance pay initiative in Cumberland County School Division to serve as a pilot site for small rural school divisions in Virginia that experience difficulty to hire and retain teachers and other professional staff in schools."

Explanation
(This amendment provides $275,000 the first year and $275,000 the second year from the general fund to Cumberland County School Division to serve as a pilot site for a performance pay initiative. The initiative would help small rural school divisions in the state that are struggling to become fully accredited and/or maintain full accreditation and are working diligently to recruit and keep the best qualified teachers. The pilot will be instrumental in developing a model whereby teachers in rural economically deprived areas, who must work harder and smarter to achieve the standards mandated by No Child Left Behind, are compensated for their dedication in achieving measurable success in their classrooms. In future years, the completed program model would be disseminated to other counties to assist them to implement the performance pay initiative.)
