"E.1. VDOT is hereby directed to effectuate the closure and relocation of the facility known as the Short Pump Area Headquarters in Western Henrico County from its current location in the vicinity of Pouncey Tract Road in Henrico County to a site more suitable for such activities due to the decreased utility of the site and due to the value of the land having exceeded the current operations as the highest and best use for the property.
2.  VDOT shall solicit proposals for such relocation under the Public Private Education Facilities and Infrastructure Act of 2002 (PPEA) by July 1, 2006, unless unsolicited proposals for such project are received prior to that date.  Such solicitation shall include provisions to sell and convey, upon consultation with the Attorney General, and in consideration of payment of fair market value consideration, the land on which the facility is located.  The Department shall report to the Chairmen of the House Appropriations and Senate Finance Committees by September 1, 2006, on the status of such solicitation, with an additional report to be submitted by November 15, 2006, setting out the results of the solicitation and attendant negotiations.  
3.  If substantial progress has not been achieved by December 15, 2006, and/or VDOT has rejected all proposals received under the PPEA, VDOT shall sell and convey, upon consultation with the Attorney General, and in consideration of payment of fair market value consideration, this property to the Henrico Industrial Development Authority and relocate its area headquarters to other suitable property owned by the Department or identified by the Henrico, Goochland or Hanover County Industrial Development Authorities."

Explanation
(This amendment requires VDOT to solicit PPEA proposals for the construction of a new facility to replace the existing VDOT area headquarters along Pouncey Tract Road in Henrico County. If an agreement is not entered into by December 15, 2006, VDOT is directed to convey the property to Henrico County and relocate its area headquarters to other available land.)
