Page 364, strike line 42 through line 53, and insert:
"B. Included within the appropriations for the Office of Transportation is $1,261,010,000 in general and nongeneral funds for the House Transportation Initiative to: 1) dedicate one-third of the insurance license tax revenues to transportation so that capital improvements to transit and highways can be planned on a sustainable basis;  2) expedite the advancement or completion of certain critical highway and transit projects already identified by the Commonwealth Transportation Board and specified in this Act;  3) provide funds to match certain Congressionally designated projects in P.L. 109-59 of the 109th Congress; 4) meet the General Assembly's commitment to fund the debt service costs associated with the federal revenue anticipation notes issued to replace the general sales and use tax diverted to the general fund in fiscal year 2003;  and 5) direct the revenues generated through civil penalties pursuant to House Bill 527, 2006 Session of the General Assembly, to a partnership program with the state's local and private sector partners."
