Page 334, after  line 25, insert:
"The Secretary of Public Safety, in conjunction with the Director of the Department of Correctional Education, shall report on the status of  the department's career and technical and vocational education programs at Beaumont and Culpeper Juvenile Correctional Centers and implementation of the evening career and technical education programs  in the Department of Corrections' facilities.  The report shall include a description of the programs offered, inmates participating in the programs, factors affecting the implementation of the programs, and how the programs are linked to the prisoner reentry program.  The Secretary shall report to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by October 15, 2006."


Explanation
(This amendment phases-in implementation in the first year by reducing $200,000 from a proposed $400,000 for expanded evening and career technical education programs at various Department of Corrections' facilities. Budget language also requires the Secretary of Public Safety to report on implementation of two technical and vocational education programs being offered in Department of Juvenile Justice and Department of Corrections' facilities.)
