Explanation
(This amendment eliminates a one-time appropriation of $25.0 million the first year from the general fund provided for grants to local governments outside the Chesapeake Bay watershed. These grants were to have been used for improving wastewater treatment plant operations and onsite sewage disposal problems. The most significant source of water pollution in the Southern Rivers region is from nonpoint source pollution. Currently, 40 percent of all nonpoint source pollution control funding provided to the Department of Conservation and Recreation must be spent in the Southern Rivers region.)
