Explanation
(This amendment removes language authorizing the State Comptroller to transfer to the general fund of the state treasury prior to the close of each quarter any balance in the Special Education Recovery Fund created pursuant to Item 144, paragraph 1 of the budget bill, as introduced. The amount of the transfer for the second year was estimated to be $3,347,287. The language is unnecessary because the proposed change to the methodology for reimbursing school districts for Medicaid-related school health services costs contained in the introduced budget will not meet with federal approval. Pending further negotiations with the federal Centers for Medicare and Medicaid Services on the future reimbursement methodology, the current reimbursement system will remain unchanged through the remainder of this fiscal year. Companion amendments in Items 144 and 326 also remove language in the introduced budget that would have changed the reimbursement methodology.)
