"M.  Out of the amounts appropriated for Urban Non-Point Source Pollution Control, $250,000 the second year from the general fund is provided to add four positions within the Department of Conservation and Recreation's Erosion and Sediment Control Program.  These positions will be responsible for reviewing the adequacy of local erosion and sediment control programs."


Explanation
(This amendment provides $250,000 from the general fund in the second year to support filling four vacant erosion and sediment control program positions. Hiring additional staff will permit the Department of Conservation and Recreation's Division of Soil and Water Conservation to increase the number of local program reviews and evaluations; thereby, reducing the frequency of such reviews from a five-year to a three-year cycle. More frequent local program reviews will increase the effectiveness of local erosion and sediment control programs.)
