"C.  Out of the amounts appropriated for General Management and Direction, $619,292 the second year from the general fund is provided for the creation of an Office of the State Inspector General.  This office shall be established as an independent state agency under the direction of the Office of the Secretary of Finance and shall be responsible for examining the management and operations of state agencies and nonstate agencies receiving state support from any source, conducting independent evaluations of the programs and activities of such agencies, and investigating complaints alleging fraud, waste, abuse, or corruption by state officers and state employees."


Explanation
(This amendment provides $619,292 and seven positions from the general fund in the second year to the Office of the Secretary of Finance to establish a new state agency, the Office of the State Inspector General. This office shall be responsible for reviewing the operations and management of all state agencies and any other entities receiving state support from any source, evaluating the programs and activities undertaken by such agencies, and investigating charges of fraud, waste, abuse, or corruption by state officials and employees. The office is to be composed of seven staff, including the state inspector general, five analysts, and a support position.)
