Explanation
(This amendment provides an additional $30,663,587 in the second year for the Incentive-based At-Risk initiative program. The amendment proposes to change the funding formula as it relates to the local match funding requirement by using either a 20 percent local match or the locality's composite index, whichever is the lower of the two. This will help direct additional state funds for financial relief to those localities that have a high composite index.)
