Explanation
(This amendment provides $2,029,433 the first year and $1,195,933 the second year from the general fund to hold harmless the City of Virginia Beach under the current statutory formula for distribution of state aid to localities with police departments. A special provision was included in the original HB 599 formula that guaranteed Virginia Beach not less than 65 percent of the average per capita amount provided for cities with population over 200,000 (which originally included only the Cities of Richmond and Norfolk). Richmond no longer has a population over 200,000, but the population of the City of Chesapeake has risen above 200,000. The addition of Chesapeake to the group over 200,000 population has reduced the average per capita amount otherwise paid to cities over 200,000. This factor has resulted in the lowering of the 65 percent allocation to Virginia Beach.)
