"2.  Out of the amount for Financial Assistance for Individual and Family Services, $1,250,000 each year from the federal TANF block grant shall be dedicated solely to grants to local domestic violence programs for purchase of crisis and core services for victims of domestic violence, including 24-hour hotlines, emergency shelter, emergency transportation services, and other crisis services."


Explanation
(This amendment restores the earmark of $1.25 million from the federal TANF block grant for domestic violence grants to the FY 2002 level of funding. These funds have been used to open three emergency shelter programs, as well as create and operate 24-hour hotlines and counseling services. These funds have enabled Virginia's domestic violence programs to answer a 24 percent increase in hotline calls, increase services to victims of domestic violence by 105 percent; and shelter 24 percent more families since 1999. A separate amendment to Item 365 reduces the competitive grant program by $1.25 million each year.)
