Explanation
(This amendment adds language that would allow certain "qualified" immigrants living in the U.S. for five years to qualify for Medicaid. Federal welfare reform legislation adopted in 1996 barred immigrants from public benefit programs for their first five years living in the U.S. Virginia is one of nine states that does not take advantage of a federal option to cover all "qualified" immigrants after the five-year ineligible period. The general fund dollars will be matched by federal Medicaid dollars and may offset state funding for indigent health care costs.)
